Mandatory and Directory 

"Mandatory" and "Directory" means- The terms "mandatory" and "directory" refer to the method by which the legislature sets about attaining its object. When a sta- tute is passed for the purpose of enabling something to be done and prescribes the formalities which are to attend its perfor- mance, those prescribed formalities which are essential to the validity of the thing when done are called imperative (or man- datory); but those which are not essential, and may be disregarded without invalidat- ing the thing to be done, are called direc- tory.
