S. 5: Conviction of an accused on the com- plaint of a person who has not been authorised by the Provincial Government to make a complaint un- der section 5 of the Ordinance-Illegal.

In the present case, the Deputy Chief Engineer of Construction, P.E. Railway made a complaint against the petitioner for participating in an illegal strike although he was not authorised by the Provincial Government to make a complaint as required un- der section 5 of the Ordinance.
